As we celebrate three decades since the Beijing Platform for Action, the FES Gender Justice Competence Center Asia-Pacific, launches an International Women’s Day 2025 campaign featuring illustrations & insights from across the region. In collaboration with FES country offices across the Asia-Pacific, we evaluated the achievements made over the past three decades and shine a light on the persistent barriers that hinder gender justice in the region and explore ways to address these challenges.
The Beijing Declaration and Platform for Action (BPfA) stands as a landmark achievement in the global movement for advancing women’s rights and gender justice. Adopted at the 4th World Conference on Women in 1995, this comprehensive document provided a global framework to advance gender equality across 12 critical areas of concern:

As we reflect on three decades of progress, China has made significant strides in gender equality—yet challenges remain, and the road ahead requires continued action.
Women in Power and Decision-Making: The proportion of female judges nationwide has increased from 16.7% in 1995 to 40.2% in 2023, and 26.5% of members in the Chinese National People´s Congress (NPC) were women in 2023. However, women’s equal participation in politics is still underrepresented, and there are no specific quantitative targets for participation in decision-making roles.
Women & Economy: Women entrepreneurs now lead 55% of microcredit-funded businesses, and women account for 41.9% of supervisory roles. However, employment discrimination persists, and gender gaps in pay and retirement benefits still exist.
Education & Training: The proportion of female teachers exceeded 50% for the first time in 2018, and gender-focused education is expanding. Yet, gender stereotyping remains embedded in the education system, and women’s participation in STEM (Science, Technology, Engineering and Mathematics) fields is still low.

Women in Power & Decision-Making: From 1% female representation in 1996 to 20% in 2024, South Korea has made strides in political participation. The Judge Quota System (2003) and the first female Minister of Gender Equality & Family (2001) were key milestones. Yet, disparities persist, and stronger policies are needed to bridge the gap.
Women & Economy: Women’s labour force participation has increased over the last 30 years, but female directors remain largely in support roles rather than leadership. The Financial Investment Services and Capital Markets Act (2022) aims to improve gender equity, yet implementation challenges remain.
Violence Against Women: Legal advancements such as the Sexual Violence Prevention & Victims Protection Act (2010) and the Prevention of Stalking & Protection of Victims Act (2023) have strengthened protections. However, digital sexual violence and extreme fascist threats highlight the urgent need for stronger enforcement and cultural change.
Women & Media: South Korea has seen a rise in women-led productions and greater representation in film and documentaries. However, fake news and hate speech targeting women through social media remain major concerns. The Digital Services Act (DSA) aims to combat this, alongside ongoing efforts to promote gender-sensitive media.
